Speaking representatives of Lenkoran’s executive authority, local NGOs and the public noted that adoption of “National strategy” and its realization will give a stimulus to struggle against corruption and the events of legal enlightenment are important for productivity of struggle.

Creation of perfect legislation base for conducting struggle at a legal level is a very important issue. The Law of Azerbaijani Republic «On struggle against corruption» should play a role of effective and proper legal base for events which should be carried out by bodies on struggle against corruption.
During conducting the analysis of Law of Azerbaijani Republic “On struggle against corruption” it became known that the mistakes were made in connection with using the legal norms emphatically recommended by important anticorruption norms and in particular international legal base and as a result, voids appeared in Law. Filling these voids, creation of effective conditions for struggle against corruption and achievement of complete compliance of this Law to the international legal norms, including UNO Convention «Struggle against Corruption», Conventions of Council of Europe “On criminal responsibility in connection with corruption” and «On civil-legal responsibility in connection with corruption» and other international documents to the legislation of Azerbaijani Republic are problems of current importance.

Corruption, swallowing up the world’s states, is one of the obstacles in the development of not only separate countries, but also the worldwide economy on the whole. The corruption problem has started to be considered since early 1980s as one of the main concerns of international policy. Azerbaijan is not the only country exposed to this disaster. It is impossible to extirpate corruption as well as to vanquish self-interest and avidity of a human being.
Nevertheless, as the practice of "successful" countries shows, it is possible to substantially "improve" the situation by carrying out complex struggle against corruption. In fact, this problem has socio-cultural, economic and political character. Therefore, it is necessary to fulfill the followings terms for conducting successful struggle against corruption and diminishing the corruption level in the country.
First term - creation of real competition political system when two parties, each with its principle program, struggle for electorate and control each other. But in the situation when there is not such a competitive political activity, it is easy to conceal corruption facts.
Second term - competitive economic system. Monopolies always use their positions to derive huge profits stopping at nothing. And only a competitive system forces business to show the society by what methods and price formation it can gain advantages in the market.
Third term - freedom of mass media. They receive information from political and economic competitors and bring it to the society’s notice. The first two terms will not yield a due effect without free mass media, because citizens will not know what actually happens.

Struggle against corruption in Azerbaijan and rescue of our country from the illness restricting national self-consciousness should be one of the primary aims of all the people and society.
Fund of Struggle against Corruption was instituted on February 1, 2004. It is aimed at carrying out of researches in a corruption sphere and bringing of them to the society’s attention. The Fund of Struggle against Corruption is a non-governmental organization, which was established to carry out decisive struggle against corruption, also to provide close participation of the public in this struggle and arouse public opinion in order to remove this problem hindering legal education and social development. To reach the assumed aims, to reveal real corruption state in Azerbaijan the Fund of Struggle against Corruption holds numerous events, polls and researches.
By taking this important step the Fund relies basically on creative potential of our nation and accepts faithfulness and frankness as a way of struggle. The Fund is not satisfied only with the description of situation, but it also joins efforts in struggle against this evil, tries to restrict various corruption cases and creates condition for each person to express his/her attitude towards this problem.
The Fund of Struggle against Corruption aims at reducing a corruption level with the support and efforts of independent experts and decent citizens of the democratic state, along with setting in motion of anticorruption mechanisms and resources.
Study of the following factors of public life, which is aimed at weakening corruption in the country in order to reach aforesaid regulations, is one of main directions:
Attitude of Azerbaijani public to the corruption problem, social spheres subjected to corruption most of all, revelation of main reasons for corruption in Azerbaijan, transparency of cooperation in the relations of the public with officials, anticorruption research of the Legislation, preparation of proposals to executive and legislative bodies of the country.
The Fund of Struggle against Corruption, during the period of its activity, carried out the projects connected with study of a corruption level in some spheres of public life: Study of a corruption level in small and middle-sized business and assuming of measures against it (the poll carried out among 1110 businessmen), corruption cases in education sphere, as well as measures and proposals aimed at their elimination, anticorruption examination of the draft law on education, working out of the project of additions and proposals to the “Law On Struggle Against Corruption”, Virtual Bar against Corruption, center of enlightenment in connection with struggle against corruption, virtual consultation and so on. The Fund members partake as national experts in the Project of Support to Strategy of Azerbaijan on Struggle against Corruption of Council of Europe (AZPAC).
The main sphere of the Fund’s activity at present stage is study of a corruption level in regions within the frames of cooperation of the public and state structures and preparation of mechanisms of struggle against it. Enlightenment of population on legislation, state documents connected with struggle against corruption and organization of public control, assistance to citizens in submitting their applications and complaints connected with corruption to state structures.

"It is necessary to carry out reforms in a system of administration, to form a competition economic sphere, conduct struggle against monopolism. A country should use advantages of economic development and conduct struggle against corruption, we can not lose such chance. After all, there are completely stably developing countries, where corruption level is developed". - Vasif Movsumov, the executive director of Fund of struggle against corruption stressed. In his opinion, it is necessary to conduct whole monitorings for reception of more detailed information about real corruption level in the country. "In any case during last year, positive tendencies of activity of the public are observed in struggle against corruption". By his estimations, during seminars, conducted in the regions of country, population complaints about corruption facts in local autonomous bodies (municipalities) and arbitrariness of officials at places. "In particular, population complains of corruption in local agencies of Ministry of labor and social defense, namely upon issuing of certifications about degree of disability". According to executive director, if measures, pointed out in special programs, will be right realized, possibility of effective struggle against this negative phenomenon will appear. As a whole, as V.Movsumov added, the attempts to reduce corruption level have been made in Azerbaijan from 2004 within the frames of a special program, in particular, anticorruption legislation was formed, state structures, carrying out state policy in this sphere, are set up.

Council of Europe supported by Commission of the Azerbaijan Republic on struggle against corruption and US International agency of development held information seminars in Sheki (March 17) and Ganja (March 18) within the frames of «Project of support of Azerbaijan’s Strategy on struggle against corruption» (AZPAC).
A new anticorruption strategy and its action plan were introduced at the seminars. The purpose was to inform the public and state structures of the country’s different regions about the obligations and objectives assumed by Azerbaijani government over struggle against corruption.
Representatives of state structures, international organizations, civil society and mass media attended the events. Execution of Anticorruption strategy and its action plan were broadly discussed.
Quentin Reed, Council of Europe long-term advisor noted opening the event that the seminars are aimed at informing the public about «Project of support of Azerbaijan’s Strategy on struggle against corruption» and called listeners on for active debates.

The project will be realized within a year in 12 regions - Baku, Sumgait, Salyan, Masali, Khachmaz, Goychay, Mingachvir, Sheki, Gazakh, Ganja, Lenkoran and Jalilabad.

Moreover, the project stipulates to help citizens in appealing with applications and complaints about corruption to state structures. In order to achieve cooperation between the public and state structures, having great importance in struggle against corruption, at “round tables”, which to be held with their participation, the objectives of "National strategy”, put before the public and local state structures, to be discussed and civil control over execution of “National Strategy” to be organized. It isn’t chance that the project covers the regions of Azerbaijan. Because, state funds presently alloted for development of regions, necessary for development of civil society in regions. According to the results of researches, carried out by the Fund during last years and applications and complaints, entered the Fund, facing with corruption is one of basic problems of population in regions. Reasons for it are officials’ indifference to execution of laws, population’s mistrust to local state structures and courts, low level of legal enlightenment of the public and local officials and weakness of civil society.

Movsumov stressed that the adopted «National Strategy on increase of transparency and struggle against corruption» plays an important role for civil society in struggle against corruption as the public has got an opportunity of control over anticorruption events of the government. Public control is carried out via increase of transparency in the activity of local state structures, cooperation with civil society institutions and educational events.

Moreover, the project also provides for assistance to citizens in direction of statements and complaints concerning corruption to public organs. A round table will be carried out to achieve collaboration of public and public organs, having enormous importance in struggle against corruption.
An aim of events is discussion of objectives of «National Strategy» put before public and public organs and organization of public control over carrying out of «National Strategy».

Fund of Struggle against Corruption (FSC) presented yesterday at the press conference the results of the project "Anticorruption Virtual Bar", realized together with Internet Access and Training Program (IATP) USA for strengthening of struggle against corruption. To note, that IATP it is financed by the Agency for International Development (USAID) and carried out by International Research and Exchange Board (IREX).
The project was intended for 5 months. “Round tables” were carried out in 6 regions of the country for this period with participation of the public and local state bodies. The aim of the actions consisted in the organization of cooperation between state bodies and the public in struggle against corruption, as it was pointed out in accepted " National strategy on struggle against corruption and increase of transparency".
The main aim of the project is establishment of a free virtual consultation centre for citizens that they could appeal, when they face with corruption.

As we already know, Irakliy Okruashvili, the Georgian ex-Minister of Defence, subjected the actions of Georgian government to harsh criticism, and also accused the representatives of top echelons of the government, including the president, of corruption. He charged Saakashvili of lobbying the interests of his family upon concluding large financial deals and stated that struggle against corruption ostentatious, as main bribe takers are in power.
Two days after Okruashvili spoke with denunciations against the president, he was detained and the court sentenced him to 2-month pre-trial imprisonment during the investigation as preventive punishment.
Straight after the arrest, the U.S. authorities expressed their appraisal as regards this incident. Metyu Braiza, the assistant to the U.S. Secretary of State for Europe and Eurasia, came out with the statement. He noted that the U.S. authorities express hope that Georgian justice will be equitable in respect of detained Irakliy Okruashvili, the ex-minister of defense, and will be carried out under full accordance with the law. Braiza noted that the details concerning the case on Okruashvili’s detention were unknown to him, but the incident proves once again that the justice system in Georgia is getting stronger.
After that, Mikhail Saakashvili, the Georgian president, made his first comment regarding the arrest. He warned everybody not to accuse the president of putting pressure upon the court - “I want to especially emphasize that the court will decide everything. Nobody should accuse me of interfering in the trial, as I don’t have any constitutional right for that. If a person steals money, causes damage to our state, which we are just creating in spite of all the blackmails and accusations, the justice will triumph and the state will play its role”.
Is it possible that the president, who is carrying out the anticorruption policy, learned about the ex-minister’s corruption acts only after his criticism concerning top echelon of the government including the president himself?
