Fund of Struggle Against Corruption Azerbaijan
Fund of Struggle against Corruption was established on February 1 2004. It was set up to arouse public opinion to carry out resolute struggle against corruption, provide close participation of the public in this struggle and eliminate the problems, impeding moral and juridical education of people and development of society. The Fund of Struggle against Corruption bases on creative potential of our nation and accepts faithfulness and frankness as a way of struggle to reach the assumed aims, and reveal real corruption state in Azerbaijan society. The Fund aims at not concealing the existing state and not exaggerating lie. The Fund of Struggle against Corruption aims at reducing the corruption level with support and efforts of independent person, and decent citizens of the democratic state, along with activation of anticorruption mechanisms and resources.
Criminal proceedings launched according to law-enforcement agencies’ reports to General Prosecutor Office’s Department to Combat Corruption Law-enforcement agencies of Azerbaijan sent 30 reports to the General Prosecutor Office’s Department to Combat Corruption in 2011, Chief of Azerbaijan General Prosecutor Office’s Department to Combat Corruption Kamran Aliyev said at the press conference.
According to him 9 complaints were received from the Ministry of Emergency Situations, 9- from the Ministry of Justice, 1- Judicial Council, 1- from the Ministry of Internal Affairs, 1- from the State Migration Service, 4- from the Ministry of National Security and 5- from law-enforcement agencies. On the basis of these reports, criminal proceeding has been launched according to 25 reports, 15 of them were sent to the court, 5 criminal cases were passed sentence and 10 cases are being examined by court. The preliminary investigation is being continued on 10 criminal cases.

“The facts of groundless draft exemption were found during the inspections in the military commissariats” The Republic Military Prosecutor’s Office launched criminal proceedings on 84 facts related to corruption, Military Prosecutor Khanlar Veliyev said at the board meeting of the Republic Military Prosecutor’s Office. He noted that according to the political will of the Head of State, the Military Prosecutor’s Office uses the administrative and convincing methods in undertaking measures against the corruption, improves its activity making this work its priority.

Criminal proceeding launched against traffic police officers charged with bribery The criminal proceeding has been launched by the General Prosecutor’s Office against three traffic police officers, who were dismissed because of reception of bribery, the investigation is underway, said Chief of Department to Combat Corruption under the Prosecutor General Kamran Aliyev at the press conference held today. The employees of the Baku City Main Police Office’s State Traffic Police Office – Fagan Azizov, Natig Mammadov and Emin Pashayev were dismissed from the agencies of internal affairs because they didn’t take administrative measures against the drivers who infringed the traffic rules and the investigative materials were sent to the General Prosecutor’s Office for giving legal assessment to their action.

We must apply world practice in combating bribery and corruption The fight against corruption and bribery must be continued with utmost severity. In 2011 we did a lot in this regard. But we should do even more in 2012. This struggle should never stop, it should be waged permanently. This struggle has good results, but they can be better still. We will apply punishments, administrative and institutional measures. We will conduct system transformation. According to my order, all ministries and government agencies have submitted proposals on the activities of the “Electronic government”, transparency and efficiency of permitting issues in business and e-services.

Struggle against corruption and bribery to be conducted more severely All officials, at the head of the President, are the servants of people. We should serve decently and continue our efforts in formation of civil society. I demand from each official to be conscience with their duties, to solve problems disturbing citizens, to answer in time all applications and appeals of citizens, to serve decently to the state and people.
Struggle against corruption and bribery is to be conducted more seriously. I am not contented with the actions on revelation of bribe-taker officials. If officials in places do not create conditions for conduct of economic reforms, then none of our plans, programs will realized in life. The passed decisions should be executed in places and people should control the correct execution of decisions.

International Anti-Corruption Day held in Aghdash Fund of Struggle against Corruption held its next measure on December 9 - International Anti-Corruption Day in Aghdash within the frames of the project “Increasing transparency and enlightening the National Strategy on Combating Corruption in the regions”. Holding such a large-scale anti-corruption event for the first time in Aghdash region aroused a great interest among the inhabitants. Representatives of local state bodies, public, Mass Media and regional organizations participated at the event. Local state bodies were offering collaboration to citizen society for complying with transparency principles in their activity. The participants of the measure were supplied information about condition of corruption in the country and the measures held by the Fund in this direction. For the supply of legal aid to people it was decided to extend the Fund’s activity in Aghdash and surrounding regions and to open a new representation.

Vagif Samedoglu: Bribe is in our family-life I don’t like corruption either. I’m very much annoyed from it. There are a lot of corruption cases in our country. But does it exist only in Azerbaijan? When I was a representative in Parliamentary Assembly of the Council of Europe, I witnessed how the states are engaged to corruption. I have seen 100 times more corruption in Europe rather than Azerbaijan. I don’t justify it. Bribe is in our family-life too. In one of my comedies I wrote that when a child shows his diary to his father, he gives the child money.

35 traffic polices dismissed due to corruption facts in Azerbaijan Ministry of Internal Affairs expressed opinion on videos in internet about accepting of the traffic polices bribes from drivers. Interior Ministry spokesman Ehsan Zahidov noted that, the Ministry has revealed 46 facts on corruption law violations, last year. Measures on more than 60 employees have been taken. 43 of them were related to traffic police. 35 of them were excluded from the interior agencies, 22 – dismissed.

Prosecutor General’s Office publicizes new facts within anti-corruption campaign in Azerbaijan Resident of Tovuz region Jafar Yusifov called 161 Hotline of the anti-corruption department of the Prosecutor General’s Office and said that chairman of the Medical Social Expert Commission #28 of the Ministry of Labor and Social Protection of Population Rahim Mammadov demanded from him AZN 1000 for the 2nd grade disability. Criminal case was launched on the fact. The investigation found out that Rahim Mammadov together with the doctor of the commission Ali Hasanov took AZN 1000 from Jafar Yusifov.
